Yuliia Pavytska, head of sanctions research at the KSE Institute, a think tank at the Kyiv School of Economics, said Russia's diesel exports averaged 18.3 million barrels a month last year. By her calculation, the promised deliveries under President Trump’s newly announced deal with Russian President Putin amount to just 12% and 20% of that volume.

She argues that even exporting that will be difficult given the scale of damage caused to Russian refineries by Ukrainian drones.
